The most obvious way to do this would be to start importing homeless dogs from overseas.<\/em><\/p>\n<p style=\"text-align: center; font-size: 11.5px; padding-left: 20px; padding-right: 20px;\"><em>[&#8230;]<\/em><\/p>\n<p style=\"text-align: center; font-size: 11.5px; padding-left: 20px; padding-right: 20px;\"><em>Another way to tackle the problem would be for volunteers to breed litters which would then be donated to their local shelter for placement.<\/em><\/p>\n<\/blockquote>\n<p style=\"text-align: left;\">What? What&#8230; W<em>hat<\/em>?!?<\/p>\n<p style=\"text-align: left;\">On one hand,\u00a0the author talks about dogs not being widgets&#8230; on the other, about shelters keeping or growing their market share. The argument for shelters breeding and placing puppies is one long advertising pitch!<\/p>\n<p style=\"text-align: left;\">Here&#8217;s a novel idea: if there is a shortage of dogs in shelters, rejoice!
